William Carey University (WCU) was established through the Gazette of Meghalaya in Shillong. William Carey, whose name this university is named after, was an English missionary who is known as ‘Father of Modern Mission’ work in India. The emblem of the university has an open book supporting a gear and a flower with three petals in green, red and blue. The name of the university surmounts these motifs as an arc. The open book symbolises education, knowledge and wisdom, gear symbolises interconnectedness, efficiency, precision, progress, advancement, synchronisation, timing, order and structure; the flower symbolises purity and loveliness; the colour green symbolises; the colour red denotes passion, power, strength, courage, determination, energy and celebration and the colour blue signifies serenity, calmness, trust, spirituality, calmness, wisdom, freedom, openness, intelligence and loyalty.

DIRECTORATE OF FORENSIC SCIENCE SERVICES During 1983, the then Scientific Advisory Committee to the Cabinet (SAC-C) under the overall guidance of an Expert Committee chaired by Prof. M. M. Sharma, FRS, recommended that the laboratories in Delhi, Calcutta and Hyderabad must be developed as Science and Technology institutions, functioning in an autonomous fashion. The green toned circular emblem of the university has a motif of a farmer tilling the soil using cattle and plough placed over an open book signifying the knowledge, wisdom and education of agriculture. Below this its motto in Sanskrit ‘कृषि मूलम् जगत् सर्वम्’ meaning ‘Agriculture is the Root of the World’ is written. All these are ensconced in two circular borders, of which one carries its name and place in English and the outer one carries its name and place in Devanagari supported by a pair of wheat ears. CENTRAL WATER COMMISSION The circular seal of the Central Water Commission has a five petalled flower with a water dam, a powerline on sea water, a borewell pump, plants of cereal and a high tension transmission line each placed inside a petal. The flower is placed in an orange circle and this assembly is ensconced by a yellow circular border, on which its name in Devanagari and English and its motto in Sanskrit ‘आपो ज्योति रसोऽमृतम’ meaning ‘May That Awakens Our Intelligence’ are inscribed. The motifs inside the petals refer to the applications of water in daily life of society.
