The Maharaja Sriram Chandra Bhanja Deo University (MSCBU), formerly North Orissa University (NOU) was established by the Government of Orissa, under the Section 32 of the Odisha University Act, 1989 (Act 5 of 1989). It was carved out of the Utkal University and started functioning from 1999 at Takatpur in the Mayurbhanj District as an affiliating university. The emblem of the university has a circular border which carries the motto of the university in Odia ‘ସାଧନା ସ୍ବାଭିମାନ ସଦ୍ଭାବନା ସ୍ୱୟମ୍ସମ୍ପୂର୍ଣ୍ଣତା’ meaning ‘Discipline, Goodwill, Self-Respect, Self-Sufficiency’. The border ensconces a circle with four parts of violet, blue, orange and green holding the maps of the State of Odisha and the districts on which the university has jurisdiction. The maps are superimposed by the motifs of an open book with quill pen and ink bottle; a traditional ship; artefacts of handicrafts and the tribal people. The open book denotes knowledge, education and wisdom, the ink bottle and quill pen denotes ideas, thoughts and imagination; the ship refers to maritime culture of Odisha; the artefacts denote the craftsmanship and the tribal people in their gear denote the rich tradition.
