UTKAL UNIVERSITY OF CULTURE The Utkal University of Culture (UUC) came into existence by virtue of an ordinance promulgated on June, 9, 1999, which was later replaced by Utkal University of Culture Act 1999. The university’s emblem has the Wheel of Konark supported by a base with its motto in Sanskrit ‘सा प्रथमा संस्कृति र्बिश्वबारा’ meaning ‘That First Culture is Universe’ above. This is ensconced in a rectangle with the name of the university and place in Odia on top and in English at the bottom. The Wheel of Konark is called the wheel of life, dharma and law. It is a symbol of the sun god Surya. It is found on the Konark Sun Temple, which is located in Odisha, India.
