Sharma, FRS, recommended that the laboratories in Delhi, Calcutta and Hyderabad must be developed as Science and Technology institutions, functioning in an autonomous fashion. In the first phase, the three Central Forensic Science Laboratories at Calcutta, Hyderabad, and Chandigarh were restructured into six scientific division viz.
