Punjab Assembly established the Punjabi University, Patiala under the Punjab Act No. 35 of 1961. Dr. S. Radhakrishnan, the then President of India laid the foundation of Punjabi University on June 24, 1962. The emblem of the university has an open book supported by flowing rivers of Punjab. The motto of the university is written on the book in Punjabi ‘ਵਿਦਿਆ ਵੀਚਾਰੀ ਤਾਂ ਪਰਉਪਕਾਰੀ’ (Ang 356.2, Hukumnama) ) meaning ‘Contemplate and Reflect upon Knowledge and You will Become a Benefactor to Others’. All these are ensconced by a yellow circular border which carries its name and place in Punjabi. The English version of this is written on a banner placed on the circle at the bottom.
